I don’t normally cover earphones or IEM’s because I don’t find most models that comfortable, and I’ve suffered from ear wax issues in the past.
However, I can point you towards some reviewers who know their stuff in that department.
Crinacle is probably the gold standard for reviewing In Ear Monitor style headphones, and although he’s biased a bit towards the super high end as far as his overall coverage, he still covers plenty of cheap stuff too. You can sort his ranking list by price, and anything he gives a passing grade to is an excellent listen.
If you’re more into video, I enjoy Bad Guy Good Audio Reviews, though his blunt style isn’t to everyone’s taste.
Finally, if you’re looking for a wireless ear bud, Gamesky over on Youtube is a good trustworthy guy, and he covers a lot of ear buds in between his standard headphone reviews.

As one final thing to make this response even longer, if you’re okay with an on-ear model and want the perfect intersection of cheap price (so it’s okay if they’re lost/broken/etc) and excellent sound, I can’t recommend the Koss Porta Pro, KPH30i, or KSC75 enough.
